In this paper, we construct the global strong solution and justify the incompressible Navier-Stokes-Fourier-Poisson limit of the Vlasov-Poisson-Boltzmann system. The proof is based on a new H-x,v(1) - W-x,v(1,infinity) framework, which consists of the H-x,v(1) energy estimate and the weighted W-x,v(1,infinity)-estimate of the remainder as well as the H-x,v(1) dissipation estimate on the macroscopic part of the remainder.
