Quality of Service (QoS) plays an important role in dynamic selection and composition of services. A Flexible Constraint Satisfaction (FCS) algorithm is presented to dynamically select services with global QoS optimization. Experimental results show that the FCS algorithm is effective in the large space service composition process.
