摘要
In this paper, a three-leveled pattern and a corresponding technical framework were put forward for OGD based on linked data. The framework was open and composed of four loose coupling layers. The roles, tasks and implementation methods of each layer were discussed, including data description and distribution, data management and services, semantic interoperability support and social participation, etc.
